The PayPal 14 is a group of defendants allegedly linked to hacktivist group Anonymous, thirteen of whom pleaded guilty in a San Jose court in California, United States in December 2013, on charges of conspiring to disrupt access to PayPal's payment service. The four-day interruption of the attempted PayPal operation is suspected in response to PayPal's refusal to process the donation to the Wau Holland Stiftung PayPal account set up to raise funds for WikiLeaks, and is part of Anonymous's wider campaign, Operation Payback.

Litigation
The defendants were charged with the Computer Fraud and Abuse Act in July 2011 for attempted denial of service attacks, which occurred in December 2010. On December 5, 2013, ten of the defendants pleaded guilty to one minor infringement that damaged the unprotected computer and one count of allegations crime conspiracy, and three others each plead guilty to one offense. The 14th defendant has handled their case separately.
New York-based lawyer Stanley Cohen, who represents one of the defendants, claimed that 13 acts of civil disobedience in political dissent, adding that he thought that the act was freedom of speech protected by the First Amendment. In an interview for SKP News Cohen compared the digital 'sit-in' to protests organized by the civil rights movement. Cohen further noted that the guilty plea was for minor offenses resulting in probation, rather than having the defendant face possible criminal convictions and imprisonment. The $ 86,000 fine is distributed evenly among 13 activists, each owed $ 6,615. Fines must be paid in December 2014.

Excess Requests
It is not clear how many people actually took part in the attack. Pierre Omidyar, founder of eBay's online marketplace, asked the federal prosecutor to show leeway, stating that "[i] n those cases, I believe fairness requires waivers, in my view they must face allegations of violation and possible fines, prison time. "
